Getting it Up and Running
Well I must be really stupid. I cannot even get past loading phpmysdmin properly. I have tried both XXAMP and WAMPServer. I have tried other things. I cannot get past the "Configure your php proeperly message."
I have tried
Xxamp – and the two ways they suggest editing it
WAMP – and found out that their version of mysql was not supported
Another mod loader – same result
Building it from scratch – with the following the tedious directions to make everything talk to each other.
Always the same message – you must configure your phpmyadmin. What am I missing??????
At first I had to figure out security etc. Then that I had to download extra modules ( not everything comes prepackaged). Finally got to the phpMyAdmin and the next time could not.
I have been deleting EVERYTHING between different trials. Drupal had better be worth it for this headache.
I am loading this locally for practice.

Drupal for Dummies
Xxamp etc.
I use the acquia stack, available here: http://acquia.com/downloads
It includes a lot of modules that aren't in the core package that are very useful.
Stick with it, it is WORTH it!

First thought
I'm going to ask you some questions to try to figure this out.
When you use XAMPP, can you browse to http://localhost/xampp/ ?
Once there, what happens when you click on Tools->phpMyAdmin link (it's on the left side of the page, near the bottom)?
Let me know how that goes and we'll continue from there.
Answer
No I cannot. Nor the address proper. I did find a page on Drupal that said the current install of xampp is NOT COMPATIBLE to load the older version 1.71. Still same problem
Gads. Am going to go try the suggested stak in this thread.

Try this
If you still can't get a local webserver running, go to webenabled.com I met the owner at a drupalcamp and his service is great. You will have an instant drupal install once you register for the free service. I have been using it for about a month.
