Granting User Permissions

I'm using Drupal 6 and I'm fairly new to it overall. My previous CMS experience is pretty basic. I would love to find some documentation that explains exactly what each of the "permissions" means/does. This would greatly help me decide which permission to grant to which user. There are an overwhelming number of checkboxes to choose from and I'm scared of granting the wrong thing!

I've found some of the permissions explained, but not all. Is it to be assumed that as a site admin, I should know what they all do? The company I work for hired an outside developer to set up our website using Drupal. I could contact that person with this question, but I'm saving that as my last resort. (billable hours = unhappy boss) Any advice would be greatly appreciated!

Ok, I am new to this and not sure where to turn. After installing and trying to follow the book I can't find a link to Create Content and when I click on the link on the frontpage/homepage I am told "Access denied
You are not authorized to access this page."

What did I do wrong?
